The build-vs-buy decision is never just a cost comparison — it is a question of time, risk, and what the capability actually requires to work. Engineering estimates are almost always optimistic, especially in regulated industries where compliance is part of the product. An acquisition buys a working system, a regulatory history, and a team that has already solved the problems you have not found yet. The right question is not "what does it cost to build?" but "what does it cost to build, late, in a regulated environment, while the market moves?"
